Panacea Biotec Cuts Aggregate Reporting Times by 50%, Complies with Pharmaceutical Industry Regulations

Panacea Biotec is a research-based health management company based in New Delhi, India. The company researches, manufactures, and sells branded pharmaceutical formulations, vaccines, and natural remedies, including prescription products for pain management, diabetes, cardiovascular health, renal disease management, osteoporosis, and gastro-intestinal care.

Panacea Biotec has manufacturing plants in Baddi, Delhi, and Lalru, and research and development centers in Delhi, Lalru, Mohali, and Mumbai. The company employs around 3,800 employees in India—including 300 scientists—and has affiliates in Germany, Switzerland, the United Arab Emirates, and the U.S. It has filed more than 1,200 patent applications and holds 382 product patents, which are valid in 68 countries.

Panacea Biotec subjects all its products to rigorous safety testing. As the company tests the various pharmaceutical product components, it keeps a record of any reported side effects and unexpected occurrences that may or may not be directly associated with the product, such as an adverse reaction following an immunization. These are known as adverse events (AEs). The event is checked against a list of known AEs associated with the component, and if the AE is occurring for the first time, it is added to the list and flagged as suspect.

The company traditionally used spreadsheets to record listed and new AEs during safety monitoring. However, it was becoming difficult to perform the necessary duplicate AE checks and searches, and because a number of staff within the safety department had access to the spreadsheets, there was a high risk of human error. As it became harder to manage the data, it also became more difficult to generate accurate reports detailing listed AEs, which are required by international governments and regulatory authorities, such as the European Medicines Agency and the U.S. Food and Drug Administration.

Panacea Biotec needed a comprehensive management system to integrate AE data, complete detailed searches, and produce accurate regulatory reports. In July 2010, the company engaged Oracle Partner HCL Technologies to implement Oracle Argus Safety and Oracle Argus Interchange.

  • Enabled industry-standard electronic E2B files to be submitted directly from the company to regulatory authorities, which reduced the time and effort it took to produce these files and ensured compliance with national and international industry regulations
  • Implemented Oracle Argus Interchange to exchange safety results and test case information electronically with affiliate companies and industry regulators worldwide,  starting in mid-2012

Why Oracle

Panacea Biotec evaluated several other companies offering pharmaceutical industry-standard software, but decided on Oracle as it proved more cost-effective and user-friendly.

Oracle has a strong reputation in India and Panacea Biotec was impressed by Oracle’s established partner network. The company’s staff also had experience with Oracle Argus Safety and other AE management systems in previous roles and felt that Oracle Argus Safety best met the company’s needs, by offering a more comprehensive system that would support the end-to-end pharmacovigilance program.

Implementation Process

Panacea Biotec engaged Oracle Partner HCL Technologies to implement Oracle Argus Safety and Oracle Argus Interchange in July 2010.

HCL migrated data from Panacea Biotec’s development, validation, and production environments in four stages, addressing several issues encountered in the initial migration from the development platform to ensure the same problems were not encountered in the subsequent data migrations.

Oracle Argus Safety went live in December 2010. The company plans to go live with Oracle Argus Interchange in mid-2012.

HCL Technologies spent almost five months working onsite with Panacea Biotec to implement Oracle Argus Safety and ensure the pharmacovigilance management system was tested thoroughly before going live.
“To ensure we effectively helped Panacea Biotec improve its business processes and adopt new technology to conform to industry regulations, we carried out a careful evaluation of its current system, data usage, and technical data,” said Alamelu Balaji Ganesh, associate project consultant, HCL Technologies. “We created a detailed data migration strategy and worked closely with Panacea Biotec to resolve any issues and ensure it could easily generate reports.”

HCL carried out four data migrations and ensured problems encountered in the first instance were addressed before the second migration. The partner also helped Panacea Biotec create the required regulatory, aggregate, and E2B electronic reports.

HCL carefully planned the go-live approach to avoid any last minute surprises and offered Panacea Biotec advice and support throughout this crucial time. After the system went live, HCL provided training to staff in Panacea Biotec’s pharmacovigilance division and offered remote support for four months until employees were completely comfortable with the system.

New Study: Oracle Beats SAP Sybase ASE in Database Manageability
ORC International: Oracle Database 11g is 71% Easier to Manage and 43% Less Complex than SAP Sybase ASE 15.7
Once again Oracle Database 11g Release 2 continues to demonstrate its industry leadership in a new cost comparison study released by independent research firm ORC International. In the study, Database Manageability and Productivity Cost Comparison: Oracle Database 11g Release 2 vs. SAP Sybase ASE 15.7, ORC measured four common database administrator (DBA) functions including; initial database setup, routine daily administrative tasks, backup and recovery, as well as performance and tuning tasks. The study concluded that DBAs using Oracle Database 11g Release 2 can:


  • Perform administrative tasks 71% faster than Sybase ASE 15.7
  • Save time by taking 43% fewer steps for the same set of standard routine functions versus Sybase ASE 15.7
  • Increase productivity and save businesses up to US$85,200 per year per DBA by using Oracle Database 11g Release 2 in preference to Sybase ASE 15.7
This report, along with similar competitive studies ORC International conducted, including Microsoft SQL Server 2008 R2 and IBM DB2 9.7, illustrates Oracle Database 11g's industry leadership with its unique self-managing automation and performance capabilities. Oracle Database 11g along with Oracle Enterprise Manager 12c Database Management Packs enable DBAs to become more productive and more strategic, resulting in higher service quality and reduced ongoing IT management costs.

Financial Management: Why Move to the Cloud?

A guest post by Terrance Wampler, Vice President, Financials Product Strategy, Oracle I’ve spent my career designing and developing financial management systems, most of it at Oracle. Every single day I either meet with our customers or talk to them on the phone. The time is usually spent discussing various business challenges facing CFOs and Controllers, who are running Oracle’s Financials. Lately, we’ve been talking a lot about cloud computing and whether it makes sense for finance to go to the cloud. Here are some pros and cons that might help you make that decision.
Let’s start with the benefits of cloud solutions. The first is savings. With cloud services, you pay only for those commodities that you use. That makes you feel like you're getting better value for your money. Plus, you can preserve your cash for your core business and you can get a better matching of expenses and revenues. So, at the top of the list is lower total cost of ownership.
The second point has to do with optimization. With cloud services, you’ll need less IT infrastructure so you can optimize your IT resources for better-value, higher-end projects. This also leads to greater financial visibility, where there's a clear cost for the set of services or features replaced by cloud services.
And, the last benefit is what I call acceleration. You can save money by speeding up the initialization and deployment of the project. You don't have to deal with IT infrastructure and you can start implementing right away.
We did a quick survey of about 70 CFOs at the CFO Summit last month in New York City. We asked them why they were looking at cloud services, and not necessarily just for financials. The No. 1 response was perceived lower cost of ownership.
But of course there are risks to consider. The first thing most people think about in the cloud is security and ownership of data. So, will your data really be safe? Can you meet your own privacy policy requirements? Do you really want your private financial data exposed? Do you trust the provider? Is what you see really your data? Do you own it or is it managed by someone else? Security is a big concern that comes with an emotional component.
The next thing in the risk category is reliability. Is the provider proven? You’re taking what you have control over – for example, standards and policies and internal service level agreements – away from your IT department and giving it to someone else. Will you still be able to adapt to shifts in your business? Will the provider be able to grow with your business effectively? Reliability means having a provider that can give you the service infrastructure that you need.
And then there’s performance, which has two components in terms of risk. Going forward, will the provider be able to scale the infrastructure or service level if you have new employees or new businesses? And second, will the price you negotiate and the rate you lock in cover additional costs and rising service fees?
Another piece is cost. What happens if you don't get the service level you want? What if you end the service? What happens, if after a few years, you send the service out for bid and change service? Can you move your data? Can you move the applications? Do the integrations work? These are cost components people don’t always take into account.
And, the final piece is the business case. The perception is that you can get started really quickly with cloud. It has a perceived lower cost of total ownership and it feels cool because it's cloud. But do you have a good business case for moving to the cloud? Your total cost of ownership is over three years; then you’ll renew it, so your TCO is six years. Have you compared that to other internal services that you’re offering? You might already have product that you can run this new business or division on.
In that same survey at the CFO Summit, the execs thought the biggest perceived risks were security of data, ability to move data back, and the ability to create a business case to actually justify the risks.
So that’s the list of pros and cons.
